Nixon was of course the only President to have to resign from office after the Watergate Scandal, and he also popularized the term 'war on drugs' and implemented the Comprehensive Drug Abuse Prevention and Control Act of 1970. The Shafer Commission was created to study marijuana by President Nixon in 1970. Let us read what they did in their own words:


"Soon after funds became available on March 22, 1971, we commissioned more than 50 projects, ranging from a study of the effects of marihuana on man to a field survey of enforcement of the marihuana laws in six metropolitan jurisdictions. Of particular importance in our fact-finding effort were the opinions and attitudes of all groups in our society.

Through formal and informal hearings, recorded in thousands of pages of transcripts, we solicited all points of view, including those of public officials, community leaders, professional experts and students. We commissioned a nationwide survey of public beliefs, information and experience referred to in this Report as the National Survey. In addition, we conducted separate surveys of opinion among', district attorneys, judges, probation officers, clinicians, university health officials and free clinic personnel."


This did include significant medical research. When the commission eventually recommended decriminalization, Nixon was furious.

In once secret taped audio evidence, Nixon made clear several times that he wanted a report which supported his views and 'tough on crime' policies, no matter what the facts might be. He also showed his prejudice blaming marijuana on 'Jews' and 'homosexuals'. Defiantly, Governor Shafer delivered an honest report with conclusions based on the evidence- even though it revoked his consideration for a federal judgeship.

Motivation for helping outlaw Hemp:

Anti-semitism, rascism, this was a very sick man that somehow became President. Just like today by focusing on marijuana largely due to protesters and social change, industrial Hemp under Nixon was not even an issue.
