Despite having been a Cannabis smoker in his youth, who, if caught and arrested, would never have become President- Obama is at this point still supportive of prohibition.
President Obama upon taking office had 2 unfunded wars, a plummeting domestic economy due to mortgage/banking scandals, an eroding world image, and a deeply divided country to try and contend with. While that amounts to a full plate, it might have also been the perfect time to upend the corporatocracy, the powers that be with full Hemp re-legalization for sustainable energy independence (and therefore increased global security) and to rescue the climate.
The drug war continues to surge under Obama, including many federal raids on state legitimized medical marijuana operations- more than double his predecessor Bush. Yet the re-election also came with 2 states passing 2012 partial legalization efforts for marijuana as the populace supports it more than ever.
Leaving the ongoing issues of marijuana aside, Hemp has been completely neglected by the oval office as it has been since the end of World War II (Hemp For Victory). The energy and climate crises facing humanity won't be solved until we have access to every plant put here by the Cosmos.
This file will remain under review now that Obama has been re-elected and may adjust positions on Cannabis accordingly. If marijuana loses its stigma then there will be no remaining reason to continue to prohibit industrial Hemp. The Hempgate Investigation will close after Hemp is restored. Final date pending.
