"Penalties against possession of a drug should not be more damaging to an individual that the use of the drug itself, and where they are they should be changed. Nowhere is this more clear than in the laws against possession of marijuana in private for personal use... Therefore, I support legislation amending Federal law to eliminate all Federal criminal penalties for the possession of up to one ounce [28g] of marijuana."
In 1977, Carter requested congress to draft legislation to eliminate federal penalties for possession of up to one ounce of marijuana. Complications such as the Iran hostage crisis, Three Mile Island, and a 'stagflation' economy led to a big defeat in 1980

Post presidency, Carter has been involved in a variety of public policy, human rights, and charitable causes making him one of the most successful ex-presidents ever. Prior to serving as president he was a peanut farmer, a U.S. Naval Officer, 2 term Georgia senator, and Governor of Georgia (1971-1975).
Cannabis is just one of the myriad of issues Carter has influenced. He has received tons of honorary degrees and medals/honors including the Presidential Medal of Freedom in 1999 and the Nobel Peace Prize in 2002. As the only submariner president, he has a submarine named after him as well. He also was the only POTUS to live in a public housing project!
Carter has recently said in Dec. 2012 - "Legalization is smart."
